[Quatro] From what I've heard, he's one of those Blacksmiths that can upgrade your weapons and armor. When you upgrade a weapon, its attack strength is increased.
[Quatro] For each upgrade level, attack strength increases by 2 for level 1 weapons. On level 2 weapons, 3 attack strength is added.
[Quatro] On level 3 weapons, 5 attack strength is added for each level, and for level 4 weapons, 7 attack strength is added for each level.
